### Summary
The employee is responsible for supervising inspection and weighing activities for assigned shifts at an export elevator. Work assignments are rotated among shifts and elevators within the commuting area.

### Responsibilities
**The duties may include, but are not limited to:**
* Plans, directs, and coordinates day-to-day assignments of Federal personnel engaged in weighing, grading, testing, sampling, and certifying grain, rice, and related agricultural commodities, and consults with the field office manager (FOM) in analyzing and recommending solutions to unusual cases as they develop.
* Coordinates the day-to-day supervision of Federal Grain Inspection Service (FGIS) graders, weighers, and samplers; provides technical on-the-job instructions in weighing, grading, and sampling methods, and techniques for over-the-shoulder supervision; and renders opinions on interpretative factors.
* Assists in planning, directing, and coordinating the day-to-day operations to assure that Federal Standards and specifications are uniformly interpreted and applied throughout the assigned geographical area.
* The employee has a good working knowledge of and is well qualified to explain the objectives and requirements of the U.S. Grain Standards Act of 1976, the Agricultural Marketing Act of 1946, and the rules and regulations thereunder; interprets grain and other physical standards; and explains inspection and weighing procedures, and requirements to the industry, state and local inspection agencies, and other interested groups.
* Deals directly with industry representatives to resolve problems that occur in inspection, weighing, safety, billing, personnel, staffing, workloads and other areas where problems may develop.
* Performs special projects to investigate weighing, sampling, testing, and grading methods and techniques on new or modified equipment and submits reports and recommendations of findings to the appropriate offices.

### Qualifications

**TIME IN GRADE:**Federal employees must meet time-in-grade requirements by the closing date of this announcement.
**FOR THE GS-11 LEVEL:**Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
* Knowledge of the official U.S. grade standards for grain and/or grain products.
* Knowledge of the specific elements of product processing, transportation, storage, or conditions that affect the grain and/or grain products' grade, acceptability, and quality.
* Skill in applying the procedures, techniques, and methods required to determine the grain/grain products' acceptability or grade, and skill in performing various types of inspections.
* Skill in establishing, maintaining, and developing effective interpersonal relationships with employees, operating supervisors, and managers of the grain/grain products processing firms and facilities.
**Positions at GS-9 and above require "hands on" grading and/or inspection experience of grain and/or grain products.**
**Testing Provisions**: For positions at GS-9 and above, competency examinations in grading and weighing grains/grain products and work-related within-house tests may be required as directed by the Administrator of the Federal Grain Inspection Service, under statutory authority of the U.S. Grain Standards Act of 1976 and as amended.
**OR** Ph.D. or equivalent doctoral degree **OR** 3 full years of progressively higher level graduate education leading to such a degree in a major study with any field that included 9 semester hours in agriculture, botany, crop production, agronomy, product processing, food chemistry, technology, quality control, or other related subjects. **OR** LL.M., if related.
Equivalent combinations of education and experience are qualifying for this grade level.

DD214, Certificate of Release from Active Duty, which shows dates of service and discharge under honorable conditions. If currently on active duty you must submit a certification of expected discharge or release from active duty service under honorable conditions that is signed no later than 120 days after the date the certification is submitted. The certification must be on the letterhead of the appropriate military branch and include the dates of military service. Veteran's preference must be verified prior to appointment.
