Senior HR Generalist
Function:



Assist in the development, implementation, communication and administration of various HR programs with an emphasis in recruiting, onboarding, employee relations, performance management and retirement plan administration.



Responsibilities:



Essential Functions



Source and identify qualified candidates for current and future potential positions, utilizing State Workforce agencies, agencies providing diversity candidates, temporary agencies, executive recruiters, in-house recruiting, job fairs and direct recruiting.



Partner with managers in the coordination of screening and hiring activities for all staff and production personnel, which may include phone/online screens, interviews (panel or otherwise), debriefs, reference checks and employment offers, to ensure a consistent and quality process.



Coordinate temporary workforce requirements and recruiting, including vendor relations and direct temporaries.



Maintain applicant flow records to ensure compliance with Vanguard's Affirmative Action Plan (AAP). Undertake Affirmative Action in those job categories where utilization is less than external availability.



Conduct all new hire orientations. Assist in the development and implementation of onboarding practices for all new hires, using the latest and best practices. Ensure employees understand Vanguard's Line of Sight initiative.



Provide training to managers and supervisors in effective and legal interviewing techniques.



Maintain current knowledge and compliance with federal and state employment and retirement benefit laws.



Administer annual performance review process; meet with managers to identify continued weaknesses or improvements in performance, and ensuring that all reviews are completed in an effective and timely manner.



Provide guidance and coaching to managers and supervisors on various HR and employee relations issues. Participate in disciplinary meetings at all levels; documenting such discussions.



Administer company 401(k) plan, including loan and distribution processing, employee queries, investment performance and choices, plan design, education and communication, Board meetings, recordkeeping, vendor performance and service.



Coordinate annual 401(k) auditor requirements and documentation. Review and act on recommendations where appropriate.



Coordinate Portland Community College Entry Level High Tech Training Program (ELHTTP) activities, including participant selection, SME training, tour/presentation, interviewing and job offers



Assist in the development, implementation and communication of personnel policies and procedures.



Actively participate in various committees and coaching teams; safety, event, wellness, etc.



Assist in the initiatives of the HR Team and Vanguard in order to meet business objectives and goals.

Requirements




+ Min. 5 years previous exempt level HR generalist experience. Professional in Human Resources (PHR) desirable.



+ Demonstrated skills in recruiting, employee relations, benefits, and policy development.



+ Flexible, with the ability to adapt quickly to a rapidly growing and/or changing environment.



+ Ability to gain the trust and successfully work with all levels of management.



+ Demonstrated ability to work as part of a team or independently.



+ Demonstrated strong written and verbal communication skills



+ Ability to multi-task, self-manage and prioritize activities



+ Strong organizational, interpersonal and customer service skills.
