### Summary
This is a temporary promotion, not to exceed one (1) year, may be extended up to five (5) years total; may be made permanent. Upon termination of the promotion, you will be returned to your original position of record, or to a different position of equivalent grade and pay. Temporary promotions may be terminated at any time based on needs of management.
If you are currently employed at a grade equivalent to, or higher than the advertised position, the action will be considered a detail for processing purposes, and no salary increase will be associated with accepting the position. Details are processed in 120 day increments and may be extended up to two (2) years total; additional extensions may be approved at the discretion of the Human Resources Service Center Director. Upon termination of the detail, you will be returned to your original position of record. Details may be terminated at any time based on needs of management.
This position in the Public Engagement and Community Relations (DKE) organization is responsible for developing and implementing BPA's communications and public engagement strategies for BPA initiatives, policies, decisions and projects. The incumbent is responsible for developing separate communications plans and implementing a broad range of public engagement activities that foster support, knowledge and awareness of BPA's activities, achievements and value to the Pacific Northwest.
A successful candidate in this position will also provide event planning, education and community relations strategic and tactical advice regarding use of events, processes or materials to further the agency's program goals. The specialist also will handle event logistics as well as design and coordinate BPA-wide education and community relations programs and will develop materials and curricula for external educators.

### Responsibilities
**As a Public Affairs Specialist, you will:**
* Serve one of the BPA's major business organizations: Power Services, Transmission and Field Services, Environment Fish & Wildlife (EFW), Finance, Energy Efficiency (EE), Corporate Strategy, etc. As such, has a robust understanding of the critical missions of the assigned business line; provides ongoing communication advice and guidance, assists with the development of outreach products and activities; develops communication strategies that most effectively convey BPA messages.
* Create appropriate materials to brief senior managers on both upcoming and ongoing BPA outreach/communication activities. Also represent Public & Community Engagement (DKE) and the entire Communications Office in executive level discussions.
* Represent BPA's position on teams with outside state, federal and local agencies working on various programs and events such as the Federal Caucus, Columbia River Treaty, and Integrated Program Review, Transmission Infrastructure Program, rate cases and other various strategic regional conferences and symposia.
* Collaborate with executives, internal departments and team members to support and influence Public Engagement and Community Relations efforts and to vet proposed communication strategies.

**SPECIALIZED EXPERIENCE REQUIREMENTS**

You will be evaluated for this job based on how well you meet the qualifications above.
